Press Release: VFM Report on the development of a human resource management system for the health service (PPARS)

The Comptroller and Auditor General, Mr John Purcell, has today (13 December 2005) published a report on a value for money examination of the development of a human resource management system for the health service (PPARS).

Details of the Examination

The examination was carried out due to value for money concerns in relation to

  • the large escalation in the cost of the project from initiation to date
  • the extended timeframe over which the project was being implemented
  • the reduced functionality being delivered and
  • whether the expected benefits are being realised.

The examination also reviewed how the project was planned and governed including the adequacy of the business appraisal, how change management was handled and the arrangements for the procurement and management of consultancy and technical support services.

The examination's findings are summarised on pages 9 to 14 of the report.

Chapter 8 of the report sets out some opportunities for better practice in the management of major ICT development projects, which may be applicable to the public sector generally. (Reference pages 86 to 92).
