The supplementary welfare allowances scheme is a welfare scheme of last resort, providing financial and other assistance to applicants on the basis of need. The scheme is managed by the Department of Social and Family Affairs but is administered locally by the Health Boards' community welfare services. The report presents the findings of an examination that looked at the efficiency of the administration of the scheme and the potential for improving the service provided. It also looked at how changes in the nature and extent of poverty are impacting on the scope of the scheme.
