Responsibility for procurement of goods and services in the seven Irish Universities is generally delegated to academic and administrative departments. The extent of the delegation varies, and some central procurement and storage responsibilities are retained at institutional level. This report presents the findings of an examination that looked at the adequacy of the procurement arrangements within each of the universities, and at areas where scope for combined purchasing arrangements might be applied. Nine categories of goods and services were examined, including cleaning and security services and purchase of books and chemicals.
